Design: The silhouetted statue is that of Peter the Great (ruled 1682-1725), which is located in St. Petersburg, Russia. The monarch/emperor carried out a program of modernization making Russia a great modern power, but at great human cost. Known as 'The Bronze Horseman,' it sits on a rock called the Thunder Stone, reputably the largest rock ever moved by man. It symbolizes the city in the same way that the Statue of Liberty symbolizes New York (Wikipedia).
