Design: The Indian flag flies atop a distant mountain range (the Himalayas?). The illustration shows the hand-drawn stipple-dot technique associated with stone lithography (printed from porous limestone slabs rather than photo-exposure on bi-metal plates); given the time-lag in technological development in India in the 1930s, it is quite possible that 19th-century methods were still in use there.
